Under the old CBA, if a team drafted a player, they controled his rights for one year, as long as he didn't enroll in classes at a FOUR year college. Thus, a team could draft a Junior College guy in a late round, and not sign him, but "follow" him for the following year. If he showed progress, the team could then sign him up until the week before the the following draft. The new CBA specifies an August signing deadline for all draft picks, eliminating the DNF process. No one seems really upset about it.
